98th SEIAA decided to direct NHAI to ensure compliance of the specific condition of implementation of the traffic regulation plan with signalised inter section in the NH bypass as recommended by NATPAC which is part of the EIA report. The 108th SEIAA decided to forward the complaint of Sri.K.J.Chacko to District Collector, Tvpm for enquiry and report. The 122nd SEAC entrusted Er.M.Dileepkumar with the detailed study of the proposals. The 123rd SEAC Meeting Committee, after detailed discussion of the report ,decided to request the SEIAA to direct the proponent to prepare a separate DPR for exploring the possibility for utilising the CSR/ CER fund, aiming cleaning up of the TS canal part, by upgrading existing on-site treatment facilities, available in households /institutions, situated on the both banks of water bodies, by establishing ‘modified Soak pits to existing Septic Tanks / up gradation of existing Leach Pits in to a Septic Tank with Soak pit systems’. This activity will be helpful for avoiding discharge of untreated waste water in to the canals/ thodu / lake. The proposal has to contain support / facilities, for ensuring periodical removal /collection and conveyance of Septage (sludge from septic Tanks) fromon-site facilities of households and institutions to the Muttathara STP or to the new plant to be established for ensuring treatment of septage in a separate Standalone Type Septage Treatment Plant. This activity will finally support the proposal of Akkulam Lake Rejuvenation Project, by filling the gaps, found in the DPR, by introducing source level treatment of sewage from households and institutions and reduction of pollution load reaching the water body. The 111th SEIAA , Authority noted the reply furnished and approved the same with a suggestion that all other issues raised shall also be answered point by point. The 112th SEIAA Meeting Authority decided the following: 17 1. There shall be a complete review of present stage of implementation of CER activities approved as per EIA/EMP and further course of action. 2. If there are genuine problems in taking up maintenance of TS canal, as mentioned in the EC, Project Proponent in consultation with Thiruvanathapuram Corporation/ with local self government institution can propose the activities listed in the MoEF&CC, OM dated 1.5.2018. This has to be done on priority as valuable 5 years have been already lapsed. 3. As the present term of SEIAA/SEAC is ending on 18th September, the Project Proponent may come over to the office of SEIAA within 15 days on prior intimation and sort out the issues raised above so that proposal can be placed before the next SEIAA/ SEAC without wasting any time. |
