Reason for Pendency
Remarks	The 108th SEIAA noted that the Project Proponent has come to the rescue of Govt. Kerala in managing the Covid Pandemics in the State, at a very critical point of time, by sparing his civil infrastructure built at a considerable cost. In his letter dated 15.2.2021 he has requested for revising the remedial plan to 351.1 crores from the initial cost of 551.1 by deleting certain items having no direct impact on the environment in the immediate vicinity of the Project region. Under the special circumstances of Covid Pandemic in the state, Authority decided forward the request of the Project Proponent with enclosures to SEAC for consideration and report. The 120th SEAC observed that the Remediation Plan cannot be altered or revised as requested by the project proponent since the reason cited by the proponent is in no way related to the activities included in the remediation plan. This has to be brought to the SEIAA for information. 109th SEIAA decided to communicate the decision of SEAC to the Project Proponent. The 111th SEIAA authority decided to give him an opportunity of being heard in the next SEIAA meeting. In the meantime the Environmental Officer/Scientist in SEIAA to put up available guidelines/procedure for estimation of ecological damages, estimation of cost involved in Remediation Plan, Natural and Community Resource Augmentation Plan. They shall also study the items proposed in EMP and their relevance for environmental stability in the project region for the realistic estimate of cost. The 112th SEIAA Meeting Authority noted the decisions and follow up actions taken in the 107th, 109th, and 111th SEIAA meetings and 120th meeting of SEAC held on different dates and decided to direct the Environment scientist/Environment officer to put up a detailed note as already directed in the 111th SEIAA meeting held on17th& 18th August 2021, taking into consideration the additional points if any raised by the Project Proponent in the hearing note submitted after personal hearing.
